Most parents do not know anything about how kindergartens and schools are financed, voluntarily-compulsory paying all their needs from their own pocket. According to Art. 53 of the Constitution of Ukraine: "... The state ensures the availability and free of charge of preschool, complete general secondary, vocational, higher education in state and municipal educational institutions ...".
For the "free" preschool and general secondary education parents pay taxes. Therefore, kindergartens and schools in Ukraine are funded from the budget.
However, today's realities are somewhat different from the legislative framework. Almost in all kindergartens and schools there are “funds” where parents have to take a fixed amount of money for household chemicals, repairs, furniture, and the like. Thus, the material and technical support of educational institutions is shifted onto the shoulders of parents who have to pay for “free” education again.
According to the Resolution of the Cabinet of Ministers of Ukraine No. 228, p. 20 “It is obligatory to fulfill the requirement regarding the priority provision of expenditures for labor with charges, payment of scholarships, as well as for the maintenance of institutions with budget funds”.
What can be done to ensure that local governments fulfill their obligations to adequately finance kindergartens and schools? - Now we will try to give practical advice to smart parents on this issue.

At the parents' meeting, we often hear that the state allocates funds only for salary, food, and utilities, so we cannot do without parental financial assistance to the garden (or school).As practice shows, budget funds are also allocated for other needs. In order to find out exactly what needs are allocated funds in a particular institution, it is necessary to order the following documents through an information request to the district administration or education department:

The information request should contain the following text: On the basis of Articles 1, 13, 19, 20 of the Law of Ukraine “On Access to Public Information” dated January 13, 2011, which give the right to request information from managers of information on the provision of public information, please provide the following information (following documents): ... Each head of the kindergarten and the school must monitor the needs of the institution. At the end of the calendar year, he draws up the “Budget Request” (or “Estimated Project”, “Need”), taking into account what the “Estimate” is in accounting. In order to find out whether the manager submitted a financial request to meet the needs of the institution, it is necessary to write an information request to the district administration (or the education department, the head of the institution) with a request to submit the following document:
Unfortunately, few executives make up “Budget Requests”. And this means that the leaders do not ask for budget financing for the needs of educational institutions. The Department of Education independently allocates funds for kindergartens and schools as much as it considers necessary. Thus, one of the reasons for the “under-financing” of educational institutions is the lack of a “Budget Request” with calculations from the manager.

The next step may be the visit of parents to the head of the educational institution with a request to provide explanations why he did not make a “Budget Request”, thereby not requesting budget funding for the proper functioning of the institution?
It is desirable that activists give a collective appeal at the meeting on the issue raised. The appeal is made in two copies. One remains the head, the other, after registering in the input documents, the parents take away. Appeal is written in any form.
A written response to the appeal is provided within a month. This step needs to be done so that next year the manager will still do a “Budget Request” with calculations. If the manager does not do this, he will have no reason to appeal to the parents with a request to finance the needs of the institution.
Contact the district administration (and / or the mayor's office).For example, if the manager did not ask in the “Budget Request” funding forIf the washing machine is in emergency condition, parents can independently ask for funds for these expenses. For this it is necessary to write an appeal to the district administration (mayor's office) in an arbitrary form (preferably a collective one with the signatures of the majority of parents). It is advisable to attach photographs of the washing machine to the letter confirming its emergency condition. The appeal is then recorded in the district administration in two copies, one of which, with a registration mark, remains with the parents.
Turn to the deputy.If the response from the district administration is negative, activists can contact the local deputy with a request to assist in purchasing a portable washing machine. For this, a collective appeal is written with photographs, copies of the estimate and the “formal reply” of the district administration in the appendix, and is presented to the deputy at the meeting. It is interesting to know that every deputy of the Kyiv City Council can receive 200,000 UAH from the budget. per year for “fulfilling voter orders”.
